data-end=\"771\">As of 2025, measuring, reducing and offsetting the carbon footprint is no longer a voluntary good practice but a <strong data-start=\"487\" data-end=\"506\">legal requirement<\/strong> for many organizations in Spain. <strong data-start=\"548\" data-end=\"573\">Royal Decree 214\/2025<\/strong> creates the <em data-start=\"582\" data-end=\"659\">Registry of carbon footprint, offsetting and CO\u2082 absorption projects,<\/em> with the aim of aligning companies and administrations with national and European climate commitments. <\/p><h3 data-start=\"773\" data-end=\"808\">Who is affected by this obligation?<\/h3><p data-start=\"810\" data-end=\"878\">The calculation and registration of the carbon footprint will be mandatory for:<\/p><ul><li data-start=\"882\" data-end=\"963\">Companies required to file the <strong data-start=\"914\" data-end=\"960\">Statement of Non-Financial Information (EINF)<\/strong>.<\/li><li data-start=\"966\" data-end=\"1002\">General Administration of the State.<\/li><li data-start=\"1005\" data-end=\"1028\">Autonomous organizations.<\/li><li data-start=\"1031\" data-end=\"1077\">Administrative public sector entities.<\/li><\/ul><h3 data-start=\"1079\" data-end=\"1119\">Annual calculation of carbon footprint<\/h3><p data-start=\"1121\" data-end=\"1259\">The measurement will be based on the official methodology of the <strong data-start=\"1173\" data-end=\"1247\">Ministry for Ecological Transition and Demographic Challenge (MITECO)<\/strong> and will include:<\/p><ul><li data-start=\"1263\" data-end=\"1318\"><strong data-start=\"1263\" data-end=\"1277\">Scope 1:<\/strong> Direct emissions of the organization.<\/li><li data-start=\"1321\" data-end=\"1387\"><strong data-start=\"1321\" data-end=\"1335\">Scope 2:<\/strong> Indirect emissions from electricity consumption.<\/li><li data-start=\"1390\" data-end=\"1471\"><strong data-start=\"1390\" data-end=\"1404\">Scope 3:<\/strong> Value chain emissions (mandatory as of 2028).<\/li><\/ul><p data-start=\"1473\" data-end=\"1619\">The information should be integrated into the <strong data-start=\"1512\" data-end=\"1525\">EINF 2026<\/strong> and published free of charge and accessible on all corporate communication channels.<\/p><h3 data-start=\"1621\" data-end=\"1679\">National CO\u2082 offset and absorption projects.<\/h3><p data-start=\"1681\" data-end=\"1772\">The decree regulates projects in national territory that contribute to capture CO\u2082 through:<\/p><ul><li data-start=\"1776\" data-end=\"1816\"><strong data-start=\"1776\" data-end=\"1814\">Land use and changes in use.<\/strong><\/li><li data-start=\"1819\" data-end=\"1849\"><strong data-start=\"1819\" data-end=\"1847\">Sustainable forestry.<\/strong><\/li><li data-start=\"1852\" data-end=\"1904\"><strong data-start=\"1852\" data-end=\"1868\">Blue carbon<\/strong> (marine and coastal ecosystems).<\/li><\/ul><p data-start=\"1906\" data-end=\"2098\">These projects should be additional, with clear net benefits, transparent measurement, long-term carbon storage and no negative impacts on biodiversity, water or climate.<\/p><h3 data-start=\"2100\" data-end=\"2149\">Emission reduction plan: 5-year targets<\/h3><p data-start=\"2151\" data-end=\"2273\">In addition to the annual calculation, organizations should develop a <strong data-start=\"2216\" data-end=\"2268\">greenhouse gas reduction plan<\/strong> with:<\/p><ul data-start=\"2275\" data-end=\"2468\"><li data-start=\"2275\" data-end=\"2314\"><p data-start=\"2277\" data-end=\"2314\">Quantified and measurable objectives.<\/p><\/li><li data-start=\"2315\" data-end=\"2394\"><p data-start=\"2317\" data-end=\"2394\">Compatibility with the <strong data-start=\"2339\" data-end=\"2359\">Paris Agreement<\/strong> and climate neutrality 2050.<\/p><\/li><li data-start=\"2395\" data-end=\"2468\"><p data-start=\"2397\" data-end=\"2468\">Annual publication of progress and results together with footprint calculation.<\/p><\/li><\/ul><h2 data-start=\"2470\" data-end=\"2495\"> <\/h2><p><em><span
